We have not found a documented history behind the Sailor Jerry Mule itself, and we do not guess who made it. What we can say something about is the mule as a drink and the rum.

According to Wikipedia the Moscow Mule came about in 1941, by the traditional account at the Chatham Hotel in New York, where ginger beer and Smirnoff vodka met. Since then the name has been used for all kinds of variations, and Wikipedia mentions, among others, the Jamaican mule with spiced rum.

Use cold ingredients and plenty of ice. Pressed lime tastes best, so use a lime squeezer. Choose a sharp ginger beer, for example Fentimans Ginger Beer. You will find more ginger beer and ale under ginger beer and ale.

Our verdict on the Sailor Jerry Mule

It is a simple drink where the spices in the rum do the work. Cinnamon, clove and vanilla go well with ginger beer and lime. It is a little sweeter than a classic Moscow Mule, so use a sharp ginger beer.
